I looked at your commit.
This is typically abuse of ISO C locale system.
I strongly oppose this code.

If we want to use 8bit codesets on finger/fingerd without any codeset
negotiation, we can only add "8bit through" option, although
not so good...

Here is a patch to add -8 option to fingerd/finger (sorry, not tested):
