Ok, I put in code to only enable 8-bit display for ISO8859-* codesets.
Are there other single-byte 8-bit codesets?

In my testing I was not able to make the output differ from the old
code in the C and ja_JP.eucJP locales.

| it will not break anything for those who doesn't. If your finger
| blindly outputs whatever it gets from fingerd, then that's another
