is it possible for NetBSD to check and mount filesystem on system startup
and continue to boot even if the filesystem is broken?

If you e.g. have a machine located at a hosting ISP you might prefer that
it comes up even if it can only mount "/", "/usr" and "/var" which is
enough for remote administration.
