Should be - also rememeber that the machine doesn't have a timezone,
each user has his/her own one.

You can even do:
$ TZ=GMT-167 date
Fri Jun 28 21:21:57 GMT 2002
$ TZ=GMT+167 date
Fri Jun 14 23:21:52 GMT 2002

netbsd doesn't seem to allow offsets greater than one week!
