I've read a bunch of postings that indicate that some versions of GNU tar
are broken in regards to --exclude and --exclude-from.

For example, --exclude "*.c" still archives .c files.

The problem is fixed in recent versions (like 1.13.17).

Is there any plan to update this? Should I send-pr it?
