I agree that it's not a good reason.

I would vote for /etc/ssh/ssh[d]_config.

I like putting things in directories that are relatively new compared
to the traditional UNIX configuration items.

Also, don't know the idea of changing things... there are ways in which
UNIX configuration and filesystem layout doesn't make sense.

I would rather things stay the same too, but I have to admit part of
that is just because that's how it was when I started.  I don't have
another reason outside of temporary inconvienience and retraining.

I feel completely free to make one up, however... :)
