Something based on a (variable,value) pair is both readable and
doesn't make another character off limits.  eg.

CATCHUP=no 46   3 * * * /home/wolfgang/bin/daily
CATCHUP=yes 51   3 * * 6 /home/wolfgang/bin/weekly

One immediate use of a multi-valued variable might be to add a
run-once, run-all-missed, run-delayed, ignore-missed etc option.
