Having it tunable at run-time would be optimal.
All this stuff that is a simple set of parameters makes sense to have
tunable at run-time; it's not like we're activating
differently-performing code via something better suited for an #ifdef.

Hack on NetBSD, and your code runs on over 40 architectures.
