Not so.  In doing so you would condem just about every netbsd user who has 
ever built stuff on their box - to go re-build it.  It would be much like
the version hell that you get when you update pkgsrc and try to install
just one package.

I know that I have shared libs on my boxes that are not part of the base
system that would be broken, and I certainly have better things to do
than hunt down and re-build everything on my systems.
