May not help you much but my adduser.sh is designed to cope with the 
above setup - different defaults depending on where user's home dir is.
My ftp site is down until I get a DSL line in, so I've put a copy
of adduser.sh in ftp://ftp.netbsd.org/pub/incoming/sjg/
