I see! It looks like someone's started to do this already -- see the
top-level Makefile.inc. At this time, Makefile.local.inc seems to be
active for "distrib", "etc", and "sbin", and "sbin" is no doubt an
accident, but it looks trivial to extend the chain to the other second
level directories, and on to the rest of the tree.
