Ah, what texinfo is in src/gnu/dist/toolchain/texinfo?

So far as I can see texinfo has already gone through a "major upgrade"
(in all senses) as of Sept. 28, 1999 when 4.0 was released.

It seems src/gnu/dist/texinfo is 3.12 (3 March 1998).

I was about to pull in 4.0 and send the changes in a PR because it is
necessary to read the info files that come with the "current"
pkgsrc/editors/emacs (i.e. 20.7).

I guess strictly speaking a pkgsrc/pkgtools/pkgtexinfo version needs to
be done too for existing users of pkgsrc on base systems where texinfo
is already installed, and pkgsrc/devel/gtexinfo needs to be upgraded for
pre-texinfo base systems (i.e. so that the emacs-20.7 package can be
fixed to depend upon having the 4.0 version of texinfo available at
run-time).

IMO iff you upgrade src/gnu/dist/texinfo to 4.0 then this is the best
option of all.
