That's fine - perhaps even more than is really needed.   The kernel
tags file isn't built by default, and that's not a problem, "make tags"
doesn't take very long and isn't hard to do.

Just keeping the makefile support to build tags files is all that is
needed really, though having them able to be built during a regular
system build wouldn't hurt.
