Suggestion:
	
	Add a global option to rc.conf (better name appreciated)
		unset_options_default_to_on=YES

	If YES (the default), an unset enable option (such as would happen
	with a package install) defaults to YES, and you set to 'NO'
	to disable.

	If no (for thow who want total control), an unset enable option
	defaults to NO, so everything needs to be explicitly set to YES
	to enable.

	If people like the concept, we can now argue about the default :)
