  My understand of the way that it worked in things like DG/Aviions
and some 3B2s was that it signaled that a powerfailure *had* occured, the
processes have be restarted from the last checkpoint, and that any network or
other "ephereral" connections needed to be recreated.
  SIGPWR was *post-ressurection"
