I don't know if any of the cluster-type packages would suit your needs.  We use
a commercial one here (LSF) that supports remote interactive jobs very well, but
isn't cheap.  Look at http://zeus.cs.wayne.edu/~haj/load/survey/overview.html
for a starting point on some packages - a web search on keywords like "load",
"balance", "cluster" and "interactive" may help.
