what(1) merely reports SCCS style @(#) identification strings.  It's
useful in the same way that it is useful for file(1) to be able to
report on many non-NetBSD executable formats.

Usage of RCS/CVS style ident strings isn't universal; some projects
(but probably not free ones!) use products like ClearCase and continue
to hack SCCS style version strings into distributed binaries.
