Why not some sort of marker somewhere, either via flags or mode of file
which says "Yo!  I mailed this bozo already!  You think I'm gonna tell him
again?".

Overloading of either one, but probably more elegant than using a semaphore
file and probably less risky than tweaking something inside the recover
file.
