DocBook's cool.  Jade's licensing terms should even keep TNF happy, but
I've not downloaded sgmltools-1.1.x yet -- is the copyright on the whole
collection similar?

Even though there are lots of tools to automate various tasks it would
not be a small project to get everything into DocBook format, but
getting sgmltools in place in the NetBSD base OS would be an excellent
start.

Looks like some of the FreeBSD folks are trying to do this too....
