If you already have a copyright assignment on file, then just post the
patch to gcc-patches@gcc.gnu.org along with an appropriate ChangeLog
entry.

If you don't have an assignment you'll probably need to do one (or
possibly a copyright disclaimer, if the patch isn't too large).  Send
mail to assign@gnu.org to request the appropriate forms.

*Very* small changes probably don't need an assignment.
