_MKTARGET_* is defined in src/share/mk/bsd.own.mk.

Are you using $TOOLDIR/bin/nbconfig and $TOOLDIR/bin/nbmake-$MACHINE
to build with, or /usr/bin/make with an older /usr/share/mk.
I will try and reproduce your problem with $TOOLDIR make.

It may be safest to just provide fallback definitions in
Makefile.conf.inc.
