Rather than explaining your end result, could you please provide a
real-world example of something that *cares* about this change?
AFAICT, this is just make-work (so to speak) -- it does not provide
any real functionality, and it needlessly causes a flag day for
incremental builds (everything will get rebuilt).

I also note that, in most cases, the `lib' prefix is actually required
for a.out; it does not make sense for it to be optional until we
*fully* desupport a.out.
