How about "MKPRIV", with "yes"/"no" logic?  This requires the
following changes:

- Add MKPRIV?=yes to <bsd.own.mk>.  Set it forcibly to "no" if UNPRIVILEGED
  is set (compatibility) much like the NO* options do.

- Change instances of `defined(UNPRIVILEGED)' to `${MKPRIV} == "no"'.
