The change in make/make.c from rev 1.25 to 1.26 broke make.
It will now always remake a library even if it is up-to-date.
I've emailed the author of this change, but I got a `vacation' response
so I'm not sure he's listening.  Perhaps someone who understands
make could back out of this change and do the right one.

I've filed a PR about it yesterday; it was a little misleading as I blamed
bsd.lib.mk.  (I've spent countless hours of recompiling because of
this bug. :)
