No, that's not the point. My (working) fxp0 is

fxp0 at pci0 dev 11 function 0: Intel i82557 Ethernet, rev 1
fxp0: interrupting at apic 2 int 19 (irq 5)

but:

ioapic0 at mainbus0 apid 2 (I/O APIC)
ioapic0: pa 0xfec00000, version 11, 24 pins

So it already has ID 2 (like it should), while your's doesn't. I would have
suspected no interrupts working over your apic at all, but the working ex0
proves this wrong.
