Thanks to all for the data.  

Ok, looks like the next item on the list is "make EISA interrupt
configuration not blow up", since most of the failures seen are due to
EISA busses showing up.  

FreeBSD's equivalent code for EISA winds up looking at at the ELCR to
determine whether the interrupt is edge or level triggered..

I'll send mail when I've checked in changes which should attempt to
deal with this.
