if you *always* specify the path to the CVSROOT on the command line,
then it's fine.  i do this frequently.  if you set it in the
environment, it will get overridden by the contents of the CVS/Root
files, possibly resulting in confusion.

pick a method and stay with it, be it always specifying, or only using
one means of access.
