There's no anoncvs access to cvs.netbsd.org, you need to use anoncvs.netbsd.org.
Try:
export CVSROOT="anoncvs@anoncvs.netbsd.org/cvsroot"
export CVS_RSH=/usr/bin/ssh
cvs -d $CVSROOT up ...
(don't forget the '-d $CVSROOT')
