I too did not see Taylor's mail as a core decision. It came across as
contructive and working towards a plan, but I didn't see that the rest
of core had done the seconded, ayes, nays, the ayes have it dance.
I agree that if there is a decision by core, pmc, board, whatever, it
should some across blatantly has

and announce is good for VCS; tech-kern might be ok for other things.
And, if board thinks that pkgsrc should do what core decided, that ought
to be said clearly too. So far people imply that board thinks this, but
I don't think I've read it. (I have been tuning out most of the future
DVCS discussion as far future and still vague, so I might have missed
it. Official announcements on tech-repository aren't enough, as I think
everybody agrees that many have not opted to follow that.)
