The NetBSD 1.6 source are self-contained. Just read this document to
learn how cross compiling works:

http://www.netbsd.org/Documentation/cross/

But if you really want to create a new port you should start with the
NetBSD-current sources which are available here:

ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-current/tar_files/src/

	Kind regards
