Now in careful mode

Hi!

Starting now, pkgsrc is in "careful mode". This means that the following 
things will require PMC approval:

- updates to packages with many reverse-dependencies, except micro updates
- changing the default version of a compiler or similar
- changes in pkgsrc infrastructure

I intend to start the freeze at September 13, for 1-2 weeks..
