Some packages are starting to require features provided by newer 
binutils, such as security/p5-CryptX requiring the SHA512 instructions:

I have prepared an update for it here:

This worked fine in my smaller smoke test and is now in the middle of a 
full bulk build.

I've dropped the NetBSD/aarch64 patches, they no longer apply and given 
the 11.0 release and the fact binutils is quite old I am assuming that 
nobody is still using this package for this purpose.  They may have been 
integrated by now too.

Speak up if you have any objections to this.  I'll commit it once the 
bulk build has finished successfully.
