This uses maturin to build.

maturin supports the standard -j flag, but the ~10 tries I did for
passing this down to it through py-build were unsuccessful.

However, cargo does honor CARGO_BUILD_JOBS, so adding that to the
build environment works (MAKE_ENV).

Should we just do that in lang/rust/cargo.mk instead of the -j in the
DEFAULT_CARGO_ARGS?
