I know you said you chose 3.31.6, but I think we should have the most
recent 3.x that does not cause problems.   Older is not better, in
general; it creates more chances for latent trouble as packages don't
expect old (even if they are wrong not to document).  There's a tradeoff
where older causes pain and newer does too, and we should pick now --
and then update -- to track that tradeoff point.

The version of cmake-minimal is a group decision.

Because we have a broken process where 10 people looking at a package
and thinking it is inadvisable to update lose out to 1 person who
updates immediately just because there is a release.   And because we
have  a broken culture of not saying "that didn't work; roll it back"
because that would feel like a revert, even though the update -- because
it resulted in failures -- did not follow the rules.
