Are you using parallelism within the doxygen build?  Glancing at the
logs and not really thinking, I wonder if MAKE_JOBS=4 fails and 1 works,
probabalistically.  Different bulk builds are configured differently.


But, I did a build with MAKE_JOBS=8, and then with 32 (ccache), on
NetBSD 10 amd64, and couldn't provoke a failure.
