Entering careful period 1 for 2025Q4 (Nov 15 - Dec 1)

Hi all,

I'll be the release manager for 2025Q4, and I'm following the
https://www.pkgsrc.org/quarterly/ guidelines for branching.
Per these instructions, we are now starting one of two increasingly
more careful periods, in the hopes of having a successful Q4 branch.

If you are planning to update any of the following packages, you will
need PMC or release manager approval:

- any package always needing approval (boost, gmake, qt5) -
    the standard answer will be wait until after the branch

- any change in mk that is intended to result in build failures
    (typically for things that were warnings before)

- clang/llvm (New versions almost always are backwards incompatible.)

- poppler* (frequent API changes)

- Any package with a history of a troubled update in the last 3 years:
    glib2
    py-sip6
