p5-DBD-mysql and p5-DBD-MariaDB: update has caused serious breakage

Last quarter, p5-DBD-mysql allowed use of MariaDB, and zoneminder used
it that way, if one had a MariaDB flavor of mysql installed.

Now, p5-DBD-mysql doesn't allow MariaDB, with a comment to use
p5-DBD-MariaDB, which is all well and good for new code but needs
upstream accomodations. I flipped zoneminder, but then got an error
about "Unknown attribute mysql_enable_utf8mb4". I suspect a number of
upstreams have not flipped.

I wonder if it's really necessary to exclude MariaDB from p5-DBD-mysql.
If so that seems like a real Mess.pm for upstreams to have such a flag
day.
