cmake 4 update committed

I've run bulk builds on a manually grepped list of dependencies, and
fixed most of them that broke with cmake 4.

I definitely missed some, but I'll be watching the bulk builds.

I did not fix the following, because they had build errors in my
environment (11.99.1/x86_64):

emulators/emulationstation
finance/QuantLib
geography/opencpn
graphics/blender
graphics/blender-lts
lang/squeak-vm
multimedia/olive-editor

These were not available for my environment (NOT_FOR_PLATFORM):

databases/pg_top
misc/raspberrypi-userland

I gave up on this one after an hour. It should be updated anyway, and
I hope that an update will fix the problem:

multimedia/avidemux

I've now committed the cmake update.

Please help with the above or any you find broken in the bulk builds.
