Hi,

I missed your ping.

devel/bazel should be updated to 8.3.
And it reuires Linux environment to create a custom distfile.

I have some troubles to restore Linux VM and I will create
another Fedora Linux VM or install it to my older laptop.
Anyway I can perform this kind of work in my room.
And rewrite devel/bazel/patches/patch-*. It will take another longer time.
However I will not be able to find some continuous hours
to stay in my room.

I will find a time to perform above things hopefully.
However I cannot have summer holidays (Japanese obon-yasumi) this year.
And I cannot say any realistic plan at all.
