I should add that separately from my previous comment, I think this
would be a good idea.   Something like

	BULK_TEST_PATH=		meta-pkgs/bulk-test-icu

which would be in either Makefile, or Makefile.common if it exists, to
provoke pkglint output similar in loudness to the warning when updating
a package with MAINTAINER set.
