troubled packages: py-sip, py-numpy



Unrelated, but I'm aware of two problems.

1) x11/py-sip

Recently updated to 6.8.0, this is failing to build qgis, because the
6.8.0 release is buggy.  I've been talking to upstream, and have tested
the branch on the path to the (not yet) 6.8.1, but it still fails.
Others are having trouble too.

I am unclear on if upstream will release a working 6.8.1 (where working
means not only that it packages, but generates wrappers that allow qgis
and py-qt5 to build and work correctly.

If upstream doesn't resolve this, I intend to roll py-sip back to 6.7.12.

2) py-numpy:

Upstream has recently increased compiler requirements.  I know it builds
on NetBSD 9 with gcc10, as I've built it in a virtualenv for Home
Assistant.  I see in bulk builds it is failing on NetBSD 9, but haven't
started pkgsrc-current builds on my netbsd-9 box yet.
