I don't feel 100% competent about blas choice, but

  The WHEEL_ARGS seems reasonable.  It does seem in general necessary
  for packages to pass additional flags to wheel builds.  That part of
  the change is the only part with large-scale impact, and defining an
  empty variable that can be set seems quite safe.

  The blas details look ok.  It seems reasonable to move to using the
  blas selection framework vs coding a specific one.
