Re: what is the plan for rust?

I have received no objections about my rust updating plan, so I'll put
that in a README.  I have just renamed rust to rust173 in wip, to align
with what I proposed.

Current status seems to be:

  lang/rust: 1.71.1 (since 2023-10-10)
  lang/rust-bin: 1.71.1

  wip/rust: 1.73.0

so I think the next steps are for someone(tm) to land 1.72.x in pkgsrc,
src and bin.

Then it would be nice to have wip/rust173-bin.

After a week of that I think we should be thinking about 1.73.x.

As usual, I'm trying to have as much rust changing farther away from
branch time, especially since there seems to be no good reason to have
it closer) unless 1.74 belongs in Q4 -- but it's not yet in wip.
