No, it is due to a seriously bumpy ride toward NetBSD 10.0. If you update
your netbsd-10 base installation, it will give you a libssl.so.15.

Yeh, I've tried to keep the build host regularly updated (mostly to see if it fixes hangs I've experienced), so you'll also need to keep your machines relatively up-to-date to use those packages.

The next build is being performed on:

  NetBSD 10.0_BETA (GENERIC) #0: Wed Sep  6 15:14:20 UTC 2023 mkrepro%mkrepro.NetBSD.org@localhost:/usr/src/sys/arch/amd64/compile/GENERIC

Once -10 is released I'll just leave it on that.

Another bump in the road:

When trying to enable installation of binary packages (necessary even when using smartos.org packages, since we must install mozilla-rootcerts in order to download the smartos bootstrap kit):

/usr/pkg/bin/pkgin: Shared object libarchive.so.4 not found

I'll see if I can get around it by installing rootcerts from source.
