This state seems to have nothing to do with the recent cross-building
support changes.  libxml2 has been TOOL_DEPENDS since March 23, 2020.

I just committed an addition of libxml bl3.  I'll see if the build is
ok, as that will hours given how bloated this is -- but it started to
build without issues so I think the change has a 98%+ chance of being
right.
