freeze started for 2023Q1

For those who are curious, freeze rules are at

  https://www.pkgsrc.org/quarterly/

but basically it leans heavily to fixes, also allowing micro updates for
packages with few dependencies.

Please test, especially on platforms with fewer users.

End of freeze might be as early as the 28th (UTC), drifting later if
necessary, and could conceivably come early if there's nothing left to
fix.
