We are not in freeze and it is perfectly ok to add packages.  I see no
issues with changing lang/php/phpversion.mk to accomodate the new
package --- if there are bugs surely they can be fixed very fast.

(We are past the 12/1 date to change PHP_VERSION_DEFAULT, but you aren't
proposing to do that.)

So if my answer is really to the  question you mean to ask, go right
ahead.
