rust 1.54.0 has landed in pkgsrc

Thanks to everyone who was patient, all who tested and commented, to
Jonathan for moving the bits and especially to Havard for getting the
package ready in wip.  Having compared bootstrap lists, I was reminded
what a massive task it is to get them all ready.

And, Jonathan was updated wip to 1.55.0, which could well be ready soon
after branch.
