Have you installed converters/libiconv to your environment?
Some non-Autotools packages detects converters/libiconv
and converters/libiconv/builtin.mk removes -liconv.
It causes the error like yours.

If no package uses converters/libiconv, please remove
converters/libiconv.

I do not find the right solution for the problem yet.
