Re: get rid of LOCALBASE



FYI, it came from the very start - back when X11 programs went to /usr/X11R6 (X11BASE), and the rest went to /usr/pkg (err, LOCALBASE - you can see where pkgsrc took its basis from). PREFIX was a pkgsrc abstraction sitting on top of those 2 and pointing to the correct place.

The purpose of LOCALBASE has never been quite clear to me and I'd
welcome the simplification.
